filling up the neighborhood

i don't know if i believe 95% like the sign sez, but the number of cars in the garage and lights on at night suggest it might be true --- the condos at 12th street have a ways to go before they can say that --- a huge number of condos have gone up all along the beltline between piedmont park and dekalb avenue ---- especially along highland ave and in the old fourth ward --- they have looked a little emptyish but maybe they are filling up too
